No Internet access required to use City Compass! You do have to have either your phone, WiFi or GPS on for the device to tell where you are.
The compass on iPhones is not the greatest (you can verify by seeing how Maps line up with reality). City Compass will give you better accuracy if youre moving, based on the direction indicator. Turn on "Direction of Travel Always Up" to take best advantage of this.
